Liam told the BBC he’s been single for 18 months, and says the dating options are quite scarce:

“It can be quite hard for the LGBT community here, choice is limited…I didn’t have problems coming out in Shetland, people are friendly…Hiding away is not an option here though – because everyone knows you! You can access Grindr app here. It’s ok but you do know a lot of the people on it, so that can feel awkward.”

Liam is about to set off on a trip around Europe, so perhaps he’ll have some fun on the move.

Donald Trump’s claim the NHS is “broke” is in stark contrast to the view he expressed in the run up to the US presidential election, when he described it as a “great system”.

The President was speaking on the David Letterman show in 2015 and described a friend’s experience in Scotland where he has a major golf course.

He said: “I had an incident in Scotland… a friend of mine in Scotland, he got very, very sick and they took him by ambulance, he was there for four days.

“He was really in trouble. And they released him and he said ‘where do I pay?’ and they said ‘there’s no charge’.

“And not only that it was great doctors and great care.”

The Democrats are pushing for Universal HealthCare while thousands of people are marching in the UK because their U system is going broke and not working. Dems want to greatly raise taxes for really bad and non-personal medical care. No thanks!

1 CATEGORICAL IMPERATIVE

Winter is finally beginning to bite as sub-zero temperatures hit the UK this week. But ministers are still split between those who think life outside the warm embrace of the EU’s customs union will plunge our economy into the deep freeze – and those who think the sunlit uplands beckon once the cold, clammy hand of Brussels is lifted from our buccaneering businesses.

Ahead of the crunch meeting of the Cabinet sub-committee on Brexit this Wednesday, there is at least an emerging consensus that Theresa May has approved a form of words the whole team can live with. It turns out that Liam Fox was not freelancing last week in China when he suggested the UK had to stay out of any form of customs ‘union’. 

No.10 sources last night backed him up firmly, declaring: “To put this to rest, we are categorically leaving the customs union… we must also be free to sign those trade deals with the rest of the world.. So it is not our policy to stay in the customs union. It is not our policy to stay in a customs union”. Or, as another senior aide put it to me this morning: “The key point, as the PM said about 15 times last week, is we need to have freedom to sign trade deals”.

Two political imperatives seem to be at work here: May needs the Brexiteers (led by the Jacob Rees-Mogg) on board; the Brexiteers need May in place to avoid a leadership race that could derail Brexit itself. And, crucially, Remainer ministers seem pretty relaxed about the semantic debate, happy that the two options devised are “a customs partnership” or “a highly streamlined customs arrangement”.

As I’ve written before, members of the Cabinet sub-committee prefer its discussions to a full Cabinet as the debate is less about grandstanding and more about finding common positions. The Times reports that there is one compromise in the air, whereby Philip Hammond agrees to trade deals with non-EU states in return for a limited extension of the current customs union. Ministers tell me that Boris is frequently the one in Cabinet who is often a lone voice on Brexit, a factor that could endear him to backbench Eurosceptics in any future leadership race, if he walks out. Few suspect he will actually quit if he doesn’t get what he wants. But will he spring another surprise and prove them all wrong, just as he shocked David Cameron in coming out for Vote Leave in early 2016? We are nearly exactly two years from his fateful announcement back then.

There’s also a suspicion that some Remainers in Cabinet are going along with ‘cake and eat it’ demands of the EU in the full expectation that Brussels will refuse. Some of them think that the word ‘union’ or ‘arrangement’ is irrelevant, as long as the outcome is very similar to today’s frictionless trade with the EU (and are happy for the Brexiteers to have a propaganda ‘victory’ on words, but not on substance). Michel Barnier is in London today for a meeting with David Davis. There’s no press conference, but Barnier’s statement will be worth watching to see his reaction to the UK ruling out ‘a’, as well as ‘the’ customs union.  Will he help May to sell a workable solution to her party? Or make life more difficult?

 

2. APOTHECARY HYPOTHECARY

Will there ever be a political consensus on how to fund the cost of our ageing population while keeping the NHS free at the point of use? The UK somehow managed to find cross-party agreement on increasing the state pension age (another big ticket item) in a way that few other countries have managed. But on health and social care, a similar long-term solution is desperately needed yet often seems further away than ever.

Today a panel of health experts set up by the Lib Dems has come up with what many expect will one day be part of the answer: a ring-fenced (‘hypothecated’ in the jargon) tax to provide the funds needed. What may make politicians sit up and take notice is that the panel includes former NHS chief exec Sir David Nicholson, former Royal College of GPs chief Claire Gerada and former RCN chief Peter Carter.

Their report suggests a new combined health and social care tax, which would take in bits of council tax and a reformed National Insurance levy. Reinstating a cap on the cost of personal social care is also among the recommendations. There will be disagreement about the detail but with Tory MPs like Nick Boles recently backing the idea of a special tax for the NHS, it is at least a starting point for debate. Labour is wary of any cross-party working not least after the Lansley-Burnham ‘death tax’ bitterness, but will Parliament take the lead on this and prod the parties towards a solution? Let’s see.

 

3 BENEFIT GIG

New Work and Pensions Secretary Esther McVey makes her debut at her departmental question time in the Commons today. Universal Credit and Carillion pensions will feature, but one question that caught my eye is from the SNP’s Martyn Day that askes for “an assessment of the effect of the benefit freeze on the use of food banks”. So far, McVey has taken steps to defuse criticism of the harsher elements of welfare policy, but on this one she may well dig in.

Many think tanks say that in-work poverty stems from not just the earnings squeeze but specifically from George Osborne’s four-year benefit freeze (most working-age benefits frozen at 2015/16 cash values from 2016/17 to 2019/20 inclusive) and today the main business of the Commons is a debate on the Social Security Benefits Up-rating Order 2018. Given that this will seek to continue benefits (other than for pensioners and the disabled) do not rise in line with inflation, will Labour try to sneak in a vote? There’s another issue too in that half a million expat pensioners don’t get any uprating.

Meanwhile, speaking of keeping pace on the income front, the new IFS report on the gender pay gap shows how far we have to go to help parents who take part-time work during a career break. In this anniversary year of women’s suffrage, we discover that by the time a first child reaches the age of 20, mothers earn around 30% less on average than similarly educated fathers. The IFS doesn’t offer solutions but better back-to-work skilling and fairer childcare are among the policies campaigners want to see.

4. LODGER THE DODGER

The Guardian reports that Freemasonry records have revealed that the secretive organisation has two active lodges operating in Parliament. One, New Welcome Lodge, recruits MPs and staff. Another, Gallery Lodge, is for Gallery and Lobby reporters.  The United Grand Lodge of England claims no new members have joined the journalists’ lodge since 2000, which would fit with gossip years ago that a small group of older hacks were masons.

I do recall once arriving early for a Commons meeting, in a little-known part of the House, to find all the chairs arranged in a very odd manner indeed, and hearing a rumour that this was where masons had met. Verifying anything was impossible. What’s particularly odd is that neither MPs nor journalists are required to declare their membership in the Commons register of interests. Surely if there’s nothing to hide, transparency is now long overdue?

 

5. GREAT WALL OF CYBER

On the trip to China with the PM last week, all of us in the British delegation were more than aware of the hacking threat. No10 staff had taken ‘burner’ phones to avoid being compromised and few used Gmail or Twitter blocked by the authorities. The FT has an advance of a report out today from GCHQ’s National Cyber Security Centre showing the scale of the threat at home too.

The NCSC took down more than 120,000 fake websites last year and blocked 54m malicious online attacks as part of a “great British firewall” designed to stop cyber criminals targeting the public for money and secret data. Fake HMRC sites were the most prevalent. Sadly, today’s report won’t include attacks by ‘hostile state actors’ such as China, North Korea or Russia.  But this is the first time we’ve had information about “commodity attacks” that caused “the majority of people the majority of harm”.

母の自己犠牲を描くとなぜ炎上するのか　のぶみ作詞「あたしおかあさんだから」を認知的不協和から考える

絵本作家ののぶみさんが、おかあさんといっしょの歌のお兄さんだった横山だいすけさんに提供した曲「あたしおかあさんだから」にTwitterなどで子育て中の母親父親、そして独身女性などからも批判が集まり、炎上しているようです。詳しくはこちらのtogetterなどをご覧ください。

歌詞を見ると、母親が子どもを産み育てるうえで、様々なことを我慢していることを書き連ね、でも「おかあさんになれてよかった」とまとめています。批判の主なポイントは、【１】そんなに母親たちは我慢や自己犠牲ばかりしていないというもの、【２】これまでののぶみさんの絵本の作風などとも相まって、母親だけに我慢や自己犠牲を礼賛しているようで「呪い」に感じられるというもの、【３】母親になる前の女性のこともばかにしているように聞こえるというもの　の３点に分けられそうです。

このうち、【１】についてはTwitter上で、「#あたしおかあさんだけど 」や「おとうさんだから」など様々な親の在り方が発信され、かえって従来型の規範に捉われない人たちがたくさん居て発信してくれる世の中に「いい時代になってきた」感を覚えました。

ただ、【２】については、昨年オムツのCMで炎上したデジャヴ感があり、「またこの手の炎上か」という感覚もあります。のぶみさんは実際のお母さんたちの声を集めて作詞したと発信されていますが、どうしてこうやってある種のマーケティングリサーチをしたはずのものがここまで批判されてしまうのでしょうか。

どうして現実を描いても「炎上」するのか

私は、のぶみさんやオムツCMが描いた世界というのは、一定程度「現実」であり、「事実」でもあると思います。母親がワンオペで四苦八苦し、我慢も自己犠牲もたくさんしている。ここまではもちろん現実としてあることですし、加えて、そのあと、「でも振り返ってみれば、あの日々も宝物」「それでもあなたを産んでよかった」「母になれてよかった」のように思う母親たちがいるということも、事実だと思います。

でも、それをありのままに描くと炎上するのはなぜか。見聞きした人が、押し付けられているように感じられる、だからあなたも頑張ってね、母親だったらそのようにして当然でしょ、というメッセージを受け取ってしまうということもあると思います。特に今回、絵本や元うたのおにいさんの歌ということですので、子どもに「あなたのためにこんなに犠牲になってるのよ」と恨み節を聞かせたくないという観点からも批判されているようです。

「認知的不協和」と酸っぱい葡萄

それに加えて、私がおぼろげながら感じたのは、「現実」「事実」のほうが歪んでいるから、みんな反発するんだろうなぁということです。絵本作家さんの話だからというわけではありませんが、「すっぱいぶどう」というイソップ寓話を皆さんご存知ではないでしょうか。キツネが美味しそうなブドウを見つけるのですが、どうやっても手に入らないとわかると「あれは酸っぱかったに違いない」と思い込むという話です。こういった認知のゆがみを、心理学では「認知的不協和」と言います。

認知的不協和というのは、（１）自分の信念やそれまでの行動と（２）矛盾した事実が出てきた（状態に陥った）とき、非常に不快感を覚えるというもの。この解決策は（１）の信念や行動を変えるか、（２）の事実に対する認識をねじまげるかということになります。

母親たちが、自己犠牲を強いられているとき、私はこれに近いことが起こっているのではないかと思うのです。本当はここまで我慢しないといけないのはおかしいと思ってる。どうして母親ばかりが、と思ってる。私だって母親になってからも自分らしく認められたい、と。それで、実際に【１】であげたように、「おかあさんだけど」色々な自由を持てるひとはいいわけですが、持てない場合、あまりにもその状況が理不尽すぎると、「すっぱいぶどう」の逆のことが起こるのではないでしょうか。つまり、「この自己犠牲こそ、素晴らしい」「母の我慢は愛であり、美しい」と思おうとしてしまう。

「呪い」の正体

これが、ネット上で皆さんがおっしゃっている「呪い」の正体ではないかと思うのです。つまり、仮にそれが確かに何人かの（おそらく本当に大変な時期を終えた）母親の認知的な現実だとしても、非常に不快感を覚える解決策として何とか認知が生み出した「いや、でもこれでよかったんだ」（あのブドウは酸っぱかったんだの逆）が、他人（とりわけ今回、子育てを終えた女性どころか、子育て関係の渦中にいる男性）によりスルッと描かれてしまうと、特にその認知の調整がまだ済んでいない人にとっては「非常に不快感」だけが残る。

「あなたを産んでよかった」まで歪んでいるとは言いませんが、でもそこまで我慢しないでそこまで自己犠牲しないで済んだほうがもっと「振り返れば宝物」になったかもしれないし、母ばかりが苦労しなくても「あなたを産んでよかった」ことには変わりはないはず。なのに、あたかも苦労し我慢していることがお母さんであり愛であるかのような、不協和を調整後の認知が（仮に実際にそういう認知が実際のお母さんたちの声の中にあったとしても）広められてしまうことに、皆さん抵抗をしているのではないかなと思います。

チェック体制は機能しないのか

まぁそこまで難しい概念を持ち出さなくても、もう母親役割を強調するトーンは時代錯誤でNGですね。【３】の表現も含めて、絵本作家さん個人攻撃をしたいというよりは、様々な炎上CMのときと同じように、おそらく何人もこれをチェックできる立場の人はいたはずなのに、誰も何も思わなかったんだろうか…と、日本企業の意思決定の場面でのある意味での認知の偏りを非常に感じ、そちらのほうが深刻な問題だとは思いました。

ただ「ちゃんと本人たちにヒアリングしたのになんで炎上するんだよ」と思っている制作側の方がいたら、本人たちが言ったことをそのまま描けばいいかというとそういうわけではないということにも意識を向けてもらえたらと思います。

김영남 북한 최고인민회의 상임위원회 위원장을 단장으로 하는 북한 고위급 대표단이 평창 동계올림픽 기간 한국을 방문한다.  김 위원장은 대외적으로 북한의 국가 수반 역할을 해왔다. 

4일 통일부에 따르면, 북측은 이날 밤 남북고위급회담 남측수석대표 앞으로 고위급 대표단과 관련한 통지문을 발송하고 이같이 밝혔다.

북측은 통지문에서 김영남 위원장을 단장으로 하고 단원 3명, 지원인원 18명으로 구성된 고위급 대표단이 9일부터 11일까지 우리 측 지역을 방문한다고 알려왔다. 이들이 평창 동계올림픽이 개막하는 9일 방문한다고 밝힘에 따라 평창 동계올림픽 개막식 참석이 유력하다.  

북한 헌법상 국가수반인 김영남 상임위원장을 고위급 대표로 파견하는 것은 북한이 정상국가임을 과시하는 동시에 유엔 안전보장이사회의 제재와 한국, 미국 등의 독자 제재를 의식한 것으로 보인다.

연합뉴스에 따르면 문재인 대통령이 평창 동계올림픽의 북한 고위급 대표단장으로 방남하는 김영남 최고인민회의 상임위원장을 단독으로 접견해 회담하는 방안을 검토하는 것으로 알려졌다. 아직 회담 시기와 형태에 대한 양측의 협의는 진행되지 않은 것으로 알려졌다.

청와대 관계자는 ”문 대통령은 올림픽 개막식부터 시작해 김 상임위원장과 만날 것”이라며 ”다만 김 상임위원장이 따로 문 대통령 예방 계획을 잡는 것은 북한 선발대와 협의해야 할 문제”라고 말했다.

문 대통령이 올림픽 행사장에서 자연스레 김 상임위원장을 만날 가능성도 크다. 9일에는 평창올림픽 스타디움에서 개막식이 개최되고, 10일에는 관동 하키센터에서 여자아이스하키 남북 단일팀 예선 경기가 있다. 11일에는 서울국립극장에서 북한 예술단의 두 번째 공연이 열린다. 김 상임위원장은 북한 선수단 및 예술단이 참여하는 이 세 일정에 모두 모습을 드러낼 것으로 전망되며, 문 대통령도 참석하는 방안을 검토할 가능성이 있다.

한편 이번 고위급 대표단에 포함된 단원 3명에 어떤 인사가 포함됐는지, 또한 이들이 어떤 경로로 방남하는지에 대해서는 구체적으로 알려지지 않고 있다.

Out contestants competing for the U.S. include figure skater Adam Rippon and free skier Gus Kenworthy.   • Wir haben mit ihr darüber gesprochen, welche Rolle es in dem Beruf spielt, eine Frau zu sein

Warum bist du Polizistin geworden?

“Als Jugendliche hatte ich Freunde, die oft Mist gebaut haben. Ich war immer diejenige, die wieder für Ordnung gesorgt hat. Schon damals haben sie zu mir gesagt: “‘Du bist so brav, du gehst zur Polizei.’”

Was hast du vor deiner Ausbildung erwartet?

“Ich hatte Angst davor, weil ich dachte, du musst klug sein, sportlich sein, die verlangen total viel von dir. Aber ich habe es dann einfach versucht. Und es hat geklappt.”

Der Beruf Polizist ist noch immer von Männern dominiert. Welche Rolle spielt es für dich, eine Frau zu sein?
► “Natürlich gibt es viel weniger Frauen als Männer. In meiner Ausbildungsklasse gab es 50 Anwärter, nur acht davon waren Frauen. Da ist mir diese Ungleichheit zum ersten Mal bewusst aufgefallen.”

“Ich habe angefangen, zu schummeln”

Und wann noch?

“Nach meiner Ausbildung bin ich in einer Hundertschaft gelandet. Sportlichkeit steht da an oberster Stelle. Und es gibt immer wieder Männer, die erwarten, dass wir dasselbe leisten und erreichen im Kraftsport. Sie reiten darauf rum, dass wir nicht so stark sind. Irgendwann musste ich mir eingestehen, dass ich den Anforderungen einfach nicht gerecht werden kann.

► Also habe ich angefangen, bei den Kraftübungen zu schummeln. Anders ging es einfach nicht. Das tut weh, weil ich eigentlich den Ehrgeiz hatte, es zu schaffen. Ich wollte nicht als weiblicher Schwächling dastehen.”

Und wie ist es beim Einsatz?

“Immer wieder stößt man auf Kollegen, die finden, Frauen hätten nichts in diesem Beruf zu suchen. Und wenn, dann gehörten sie allenfalls hinters Steuer. Das sind wenige, aber es gibt sie. Die meisten haben aber inzwischen erkannt, dass Frauen vor allem für die Kommunikation wichtig sind. Es ist selbstverständlicher geworden, dass es Frauen bei der Polizei gibt.

Aber wenn schon vor einem Einsatz klar ist, dass es brenzlig wird, werden wir Frauen extra als Kraftfahrer eingeplant.”

“Es fühlt sich unfair an”

Das ist doch aber ganz schön diskriminierend, oder?

“Nein, aber es macht mich dann immer etwas traurig, weil es sich irgendwie unfair anfühlt. Gleichzeitig habe ich gelernt, mein Ego beiseite zu stellen. Denn umso kleiner und zierlicher du bist, desto mehr Beschützerinstinkt löst du bei deinen männlichen Kollegen aus. Das ist einfach so, das kann keiner ändern und das finde ich auch in Ordnung.

Gleichzeitig kannst du als Frau so stark sein, wie du willst. Trotzdem denkt jeder erstmal, dass du das schwächste Glied in der Polizeikette bist – und damit erstes Angriffsziel.”

Und wie ist der Umgang mit deinen männlichen Kollegen außerhalb der Einsätze?
► “Was neben der Arbeit abgeht, ist schon krass. Dann wird viel über Frauen geredet. Wenn so viele Männer auf einem Haufen sind, gibt es sexistisches Gerede natürlich ohne Ende. Und Männer reden einfach unfassbar viel über Autos und Kraftsport, da kannst du einfach nicht mitreden.

“Ich wurde zum Kumpeltyp”

Als Frau musste ich damit irgendwann klar kommen, sonst wird es sehr anstrengend. Ich habe es einfach akzeptiert. Ich hab mich auch schon erwischt, dass ich irgendwann einfach angefangen habe mitzureden.”

Das heißt, du hast dich verändert, damit dich deine männlichen Kollegen akzeptieren?

“Klar ist: Ich musste mich anpassen. Mit der Zeit wurde ich zum Kumpeltyp. Anders geht es nicht. Frauen denken manchmal kompliziert, denken sich Dinge hintenrum und sind nicht so direkt. Wenn du dich daran anpasst, dass Männer einfach alles direkt sagen, wird es viel entspannter. Männer sagen einmal ihre Meinung und dann ist die Sache erledigt. Ich habe dann angefangen, mir auch weniger Gedanken über Dinge zu machen.”

Richtet sich das sexistische Gerede nur an andere Frauen oder auch an euch Kolleginnen?

“Über uns wird an sich selten schlecht geredet, aber man kriegt mal den ein oder anderen Spruch gedrückt. Aber naja, die sagen ja nichts Schlimmes. Für die ist das eben Jux und Tollerei. Das Niveau ist halt einfach relativ niedrig. Von Vorteil ist es auch, wenn du gut aussiehst als Frau.”

Das heißt, die Polizistinnen, die als attraktiv empfunden werden, haben es leichter?

“Ganz so ist es nicht. Du musst schon was drauf haben, auch polizeilich, damit sie dich akzeptieren. Aber wenn du dann noch gut aussiehst, freuen sie sich natürlich.”
