RIP. Science fiction icon Ursula K Le Guin has died: ‘Le Guin’s death on Monday at the age of 88 was announced by her family on Twitter on Tuesday. Die Luftverschmutzung in Mexiko-Stadt war einst so gravierend, dass Vögel tot vom Himmel fielen.
Im Jahr 1992 wurde der Stadt die zweifelhafte Ehre zuteil, auf der Liste der am stärksten verschmutzten Städte der Welt die Spitzenposition einzunehmen.
Heute, ein Vierteljahrhundert später, hat sich die Stadt gebessert – zumindest ein Stück weit.
Im Jahr 2016 gab es in der mexikanischen Hauptstadt laut deren atmosphärischem Überwachungssystem 24 Tage mit sauberer Luft.
Das bedeutet zwar: Es gab in der Region Mexiko-Stadt über 240 Tage, an denen der Verschmutzungsindex um mehr als 50 Punkte über den empfohlenen Werten lag. Aber: Die Bilanz war bedeutend besser als im Vorjahr.
Da hatte es in Mexiko-Stadt nur 17 Tage mit sauberer Luft gegeben.
► In puncto Luftverschmutzung belegt die Stadt noch immer einen der zehn traurigen Spitzenplätze. Aber die Luftqualität hat sich deutlich verbessert.
Das liegt zum einen an einer offensiven Gesetzgebung. Zum anderen an einem gesteigerten Bewusstsein für ein Problem, das jährlich weltweit mehr als 6 Millionen Menschen das Leben kostet, deutlich verbessert.

Die Werte der Stadt verbessern sich – dank zahlreicher Programme
► Die verantwortlichen Amtsträger von Mexiko-Stadt haben in den letzten Jahren erhebliche Investitionen unternommen, um die Luftqualität in der Stadt zu verbessern.
Die Hauptstadt gab in einem Programm namens “Metrobus“ 450 Millionen Dollar für neue nachhaltige Busse und neue Busstrecken entlang der Stadt aus. Wie auch andere Städte auf der ganzen Welt hat Mexiko-Stadt zudem in ein öffentliches Programm zur Bereitstellung von Fahrrädern investiert.

Seit sie vor sieben Jahren erstmals auf der Straße zum Einsatz kamen, sind die “Ecobici“ genannten rot-weißen Fahrräder zu einem alltäglichen Bestandteil des Straßenbildes von Mexiko-Stadt geworden.
► Der gegenwärtige Bürgermeister Miguel Ángel Mancera unterzeichnete im letzten Jahr die Klima-Charta von Chicago, mit der sich bereits über 50 weitere Bürgermeister aus der ganzen Welt zur Senkung der Treibhausgas-Emissionen verpflichtet hatten.
“Wir konnten die Luftverschmutzung eindämmen und sogar die Werte senken“, erklärte er gegenüber Journalisten auf einer Pressekonferenz im Januar.
Das Bewusstsein der Bürger für das Problem wächst. Die Mexikaner verfolgen Berichte zur Luftqualität heutzutage in der gleichen Weise, wie andere Menschen in den Wetterbericht schauen.
Die lokalen Behörden betreiben einen Twitter-Account, auf dem die Lage gemeldet und praktische Tipps gegeben werden. Und wenn die Einwohner der mexikanischen Hauptstadt im nächsten Jahr einen neuen Bürgermeister wählen, wird die Luftverschmutzung eines der zentralen Wahlkampfthemen sein.
Doch die Bewohner von Mexiko-Stadt fühlen sich belogen
Man sollte jedoch nicht denken, die Einwohner würden applaudieren.
Die meisten Chilangos, wie die Einwohner von Mexiko-Stadt genannt werden, glauben nicht daran, dass die Regierung die Wahrheit über die Luftverschmutzung sagt.
“Diese Statistiken sind aus meiner Sicht nutzlos”, sagt Omar Farías, der südlich der Hauptstadt einen kleinen Laden betreibt. “Ich weiß, dass die Luft schlecht ist, weil mein Kopf schmerzt und meine Augen tränen.“
Eine Studie des International Development Research Centre zeigt, dass mehr als 60 Prozent der Einwohner von Mexiko-Stadt an den Informationen der Regierung zweifeln.
Streit um die Statistiken
Einige seien der Meinung, die Regierung habe ein politisches Interesse, ihre Emissionsschutzprogramme zu bewerben – andere würden demnach schlichtweg glauben, dass die Behörden lügen.
Tanya Müller ist die Umweltsekretärin von Mexiko-Stadt. Sie sagt, dass Emissionsschutzbemühungen der aktuellen als auch der vorheriger Stadtverwaltung dazu beigetragen hätten, Kohlenmonoxid und andere Abgase um zwei Drittel zu reduzieren.
“Die Luftqualität in Mexiko-Stadt hat sich verbessert“, erklärte sie vor kurzem bei einer Pressekonferenz. “Ich bleibe dabei: Wer behauptet, die Luftqualität sei jetzt schlechter, hat keine Ahnung vom Thema.“
Einmal in der Woche muss das Auto stehen bleiben
Die Anstrengungen zur Bekämpfung der Luftverschmutzung begannen vor fast drei Jahrzehnten. Damals hat die Partido Revolucionario Institucional, die das Land über den Großteil des letzten Jahrhunderts hinweg regierte und auch aktuell an der Macht ist, ein Programm namens “Hoy no Circula“ angeordnet.
Es sieht vor, dass die Bewohner von Mexiko-Stadt ihre Autos an einem Werktag pro Woche zu Hause lassen sollten. Autobesitzer müssen ihre Fahrzeuge im Rahmen des Programms außerdem alle sechs Monate einer Abgasuntersuchung unterziehen.
Das Programm wurde ständig weiterentwickelt. Heute gibt es strenge Regeln, an welchen Tagen Autos mit geraden und ungeraden Kennzeichen auf die Straße dürfen.
Mindestens eine Studie, die im vergangenen Jahr in Scientific Reports veröffentlicht wurde, legte jedoch nahe, dass die Resultate des Programms enttäuschend seien – womöglich, weil diejenigen, die es sich leisten konnten, einfach zwei Autos kauften, um an Tagen mit Fahrverbot zwischen ihnen zu wechseln.
“Die Regierung will, dass wir unser Auto an einem Tag in der Woche stehen lassen, bietet aber keinerlei Alternative hinsichtlich geeigneter öffentlicher Verkehrsmittel an“, sagte Luis Atienzo, Chemiker und dreifacher Vater aus dem Außenbezirk Satélite.
Gute Anstöße, doch vieles ist nicht zu Ende gedacht
Als die Regierung 1989 das Programm “Hoy no Circula“ einführte, kaufte Atienzos Vater – wie viele andere Familien in der Gegend, insbesondere solche aus der Mittelschicht – ein zusätzliches Auto. Später gründete Luis seine eigene Familie und nutzte niedrige Zinsen, Bankkredite und Familienersparnisse, um ein Familien-SUV sowie je einen Wagen für sich und seine Frau zu kaufen.
“Ich bin einer von den Tausenden Autofahrern, die an jedem einzelnen Tag allein zur Arbeit fahren“, sagt Atienzo. “Es ist lächerlich und vielleicht auch ungehörig, aber ich habe keine Wahl. Die Entfernung zwischen Zuhause und Arbeitsplatz beträgt nur gut 13 Kilometer, aber aufgrund des sehr schlechten öffentlichen Verkehrssystems würde es über 3 Stunden dauern, bis ich im Büro wäre.“

Atienzo findet nicht, dass das zusätzliche Auto einem Betrug gleichkommt. “Es ist nicht verboten“, sagt er. “Außerdem hat die Regierung für Leute wie uns keine guten Möglichkeiten zum Pendeln geschaffen.“
► Tatsächlich weist Mexiko-Stadt laut der Beratungsfirma SinTráfico sogar die landesweit höchsten Investitionen in die städtische Verkehrsinfrastruktur auf. Doch paradoxerweise herrscht gleichzeitig die schlechteste Mobilität. Über 7 Millionen Menschen pendeln täglich nach Mexiko-Stadt zur Arbeit.
Zwar wurden durch “Hoy no Circula“ und Abgasuntersuchungen die schädlichsten Gasemissionen wie Ozon reduziert. Jedoch erzeugt die Nutzung fossiler Brennstoffe noch immer Kohlendioxid, Distickstoffoxid, Methan und Fluorkohlenwasserstoffe, die ebenfalls Auswirkungen auf die Stadt haben.
Geographisch schlecht gelegen
► Doch Mexiko-Stadt steh noch vor einem ganz anderen, Naut gegebenen Problem. Die Stadt mit ihren 20 Millionen Menschen unterliegt dem Fluch ihrer Topografie. Partikel aus nahegelegenen Fabriken, Staub vom abgeholzten Gelände rund um die Metropole und die Abgase der Autos, Busse und Lastwagen sind im Tal eingeschlossen.
Aufgrund der Höhenlage sei außerdem weniger Sauerstoff vorhanden, sagt Expertin Maricela Yip.
Die Umweltkommission des Ballungsraums, die die Luftqualität überwacht, kann an Tagen mit äußerst hoher Konzentration von Gasemissionen und Schwebeteilchen in der Luft einen Ernstfall ausrufen. Dann werden die Arbeiten im Bergbau und der Betrieb von Schwermaschinen in Baustellenbereichen ausgesetzt werden.
Hat die Luft einen hohen Ozongehalt, kann außerdem angeordnet werden, dass Privatautos, öffentliche Verkehrsmittel und Lastfahrzeuge je nach Kennzeichen und Herstellungsjahr nicht auf die Straße dürfen.
Im letzten Jahr riefen die Funktionäre der Umweltkommission vier Ernstfälle ausgerufen.
“Ich kaufe ihnen nicht ab, dass die Stadt nicht die am stärksten verschmutzte der Welt sein soll“, sagt Juan Carlos Liebre. Er ist Taxifahrer und seit über 25 Jahren auf den Straßen von Mexiko-Stadt unterwegs.
“Sehen Sie sich nur diese Rauchwolken und die tränenden Augen der Menschen an. Ich habe den Eindruck, es ist schlimmer als je zuvor.“

Mark E Smith, Frontman Of ‘The Fall’, Dies Aged 60
The Fall singer Mark E Smith died aged 60 at home on Wednesday morning, the band’s manager Pam Van Damned said.
A statement on the band’s Twitter account said: “It is with deep regret that we announce the passing of Mark E. Smith.
“He passed this morning at home. A more detailed statement will follow in the next few days. In the meantime, Pam & Mark’s family request privacy at this sad time.”
Last year the band were forced to cancel a string of shows due to Smith’s health.
Born in Salford in 1957, the former dockworker formed The Fall in the mid-1970s and the band went on to be one of Britain’s best-loved cult bands, famous for an anarchic post-punk style and Smith’s habit of sacking bandmates.
His death was previously wrongly announced by the BBC in March last year, on his 60th birthday.
Musicians lined up to pay tribute to a musical “maverick and genius”.

I have a Mark E Smith story actually. Back in the day Suede got asked to support The Fall on a couple of dates. To a man we were massive fans and VERY excited to be asked. Everyone told us he could be rough on support bands but he was great. Lots of time to soundcheck. (1)

Anti-Gay Alt-Right Tennis Pro Tennys Sandgren Rips Media: ‘You’re Hastening the Hell You Wish to Avoid’
Tennys Sandgren, the anti-LGBT alt-right-sympathizing American tennis pro, was defeated in the quarter finals of the Australian Open on Wednesday, and read a statement to the media off of his phone in his post-match press conference.
During the tennis tournament, Sandgren’s old tweets were unearthed in which he chummed with Charlottesville marchers, expressed racist views, praised Alex Jones, blasted women’s rights, and more.
Sandgren had a few choice things to say about LGBT people in his tweets as well, including, “Stumbled into a gay club last night… my eyes are still bleeding #nooneshouldseethat.” When a follower joked about his use of the word “stumbled,” Sandgren replied, “what can I say the trannies were calling to me”.
Sandgren claimed to not be any of that in his post-match statement, saying he was demonized, though the tweets speak for themselves.
You seek to put people in these little boxes so that you can order the world in your already assumed preconceived ideas. You strip away any individuality for the sake of demonizing by way of the collective.
With a handful of follows and some likes on Twitter, my fate has been sealed in your minds. To write an edgy story, to create sensationalist coverage, there are a few lengths you wouldn’t go to to mark me as the man you desperately want me to be.
You would rather perpetuate propaganda machines instead of researching information from a host of angles and perspectives while being willing to learn, change, and grow. You dehumanize with pen and paper and turn neighbor against neighbor. In so doing, you may actually find you’re hastening the hell you wish to avoid, the hell we all wish to avoid.

Trade Minister Reveals Government Couldn’t Cope If Existing EU Deals Are Reopened
A Trade Minister has let slip the Government would be unable to cope if countries with EU trade deals wanted to renegotiate them with the UK before Brexit.
International Trade Minister Greg Hands admitted to MPs that if all those countries which currently have an agreement with the EU wished to reopen talks to get a better deal, the UK would struggle to carry out negotiations.
The Government is under pressure to lock-down trade deals with more than 65 countries which the UK is set to lose after Brexit.
But appearing before the International Trade Select Committee today, Hands effectively admitted the Government is a hostage to fortune as if those countries wished to reopen negotiations, his department wouldn’t be able to cope.
He said: “What we want to do is secure continuity in those trading relations.
“For the reasons I outlined, renegotiating one of those agreements may not be possible, there’s also reasons of continuity, there’s also reasons of resources in our department.
“If we were to enter into 40 plus live trade negotiations, and have to get them done within the space of 14 months, you’ve got to bear in mind what is actually possible.
“But also most importantly we have the ability to return to those agreements in the future once we have made that transition.”
The SNP’s Angus MacNeil, chair of the Committee, accused the minister of failing to put himself in the shoes of other countries, such as South Korea, who will see Brexit as an opportunity to get a better agreement.
He said: “You think that other countries aren’t in anyway going to look for an opening – they seem to be quite agreeable.
“But isn’t this just a trade gambit of not showing their hand and if there’s last minute pressure on the UK for a concession before agreement, do you have a plan to deal with that or do you just wait and see?”
He added: “If you put yourselves in their shoes, any trade negotiator from a third country who is worth his salt and looking for a promotion from where he is at the moment, he’s not going to let this opportunity pass him by surely?”
Hands claimed other countries would not want to reopen talks on trade deals as they would not “want to risk the whole agreement and the whole trading relations to do that when both sides are clear that we don’t want to substantively change the terms of trade.”
The EU currently has active trade agreements with 65 countries and if the UK does not get these to agree to carry over its deals, World Trade Organisation (WTO) tariffs will be applied on goods.
Additionally, a free trade deal with Canada is currently being ratified by EU member states, while an agreement with Japan – the world’s third largest economy – has been agreed in principle.
Last year, Fox revealed that while his department had been in discussions with many of the countries who have a free trade deal with the EU, no formal agreements have been reached about continuing those arrangements after Brexit.
His team’s chief negotiator also admitted that even if some countries agree in principle to roll over the deals, “what people say today sometimes changes tomorrow.”
Speaking to HuffPost UK after the meeting, committee member Chris Leslie said: “Ministers have got to wake up and smell the coffee because the reality of trade relations is starting to bite.
“In the real world, countries are not just going to roll over and do Liam Fox’s bidding, they are going to take the opportunity to try to press for better.
“By letting slip the limited capacity they have in the department, there are clear risks we are going to have trade deal chaos after March 2019.”

HRC Mississippi staff, including myself, had the privilege to speak to a public relations class at the Meek School of Journalism and New Media at the University of Mississippi. This was an opportunity share our advocacy work and our efforts to change hearts and minds in Mississippi.
As a public relations major at Mississippi State University, I utilized this occasion to talk to the students about how I use the skills I learned in college to affect change in our state.
I also spoke about our internship program each semester, which teaches valuable skills to become an LGBTQ advocate and leader.
HRC Mississippi is proud of the relationships we’ve built on college and university campuses across our state. Together with staff and students, our work is succeeding in creating safe and welcoming campuses for LGBTQ students while also getting more young people engaged with the important work for equality in Mississippi.
