Two Ex-Cons Charged for Slashing Throats of Gay Couple and Two Children in New York State
Two ex-cons were arraigned over the weekend for the gruesome murder of four people in Troy, New York: Brandi Mells, 22, and her 36-year-old girlfriend Shanta Myers and two of Myers’ three children.
Justin C. Mann and James W. White were each charged with five murder counts for the slaughter, which occurred on December 21. Mann and White were apprehended last Friday.
Police from Troy and Schenectady as well as other agencies began focusing on the pair, in part, after reviewing footage from security cameras in Troy, the sources said. It’s unclear if the suspects used public transportation. Capital District Transportation Authority buses are equipped with high-resolution video cameras.
According to details of the investigation shared with the Times Union, police officers discovered all four victims had their hands and ankles bound and appeared to have had their throats cut. The two children were found together in a kneeling position with their heads and chests on a bed. The body of one of the women was on a mattress on the floor, and the fourth victim was nearby, also face down but covered with a sheet.
Police have not given a motive for the murders. Mann was a friend of Mells, according to one family member.
A GoFundMe campaign has been set up to provide for the family’s surviving 16-year-old son, who was not at home at the time of the killings.

Studie zeigt: Es gibt mehr Gewalt durch mehr Flüchtlinge
Die Bluttat eines jungen Afghanen, der seine 15-jährige Ex-Freundin im rheinland-pfälzischen Kandel erstochen haben soll, schlägt auch Tage später noch deutschlandweit hohe Wellen. Der Fall dient besonders rechten Hetzern als Paradebeispiel für die angeblich pauschal von Flüchtlingen ausgehende Gefahr.
Viele glauben, dass mit der Aufnahme von Flüchtlingen auch die Gewalt angestiegen ist.
Doch wie sieht die Entwicklung tatsächlich aus? Diese Frage haben sich die Kriminologen Christian Pfeiffer, Dirk Baier und Sören Kliem gestellt und im Auftrag des Bundesministeriums für Familie, Senioren, Frauen und Jugend ein Gutachten erstellt, das am Mittwoch veröffentlicht werden soll.

Das Ergebnis:
► Auf Flüchtlinge ging laut Polizeizahlen fast jede achte Gewalttat in Niedersachsen zurück – damit fallen sie deutlich häufiger auf, als es ihrem Anteil an der Bevölkerung entspricht.
► Und durch Flüchtlinge kam es in dem Bundesland seit 2014 zu einem spürbaren Anstieg von Gewalttaten, wie Raub, schwere Körperverletzung, Tötungs- oder Sexualdelikte.
“Zu knapp der Hälfte kann dies damit erklärt werden, dass sich die Zahl der in Niedersachsen registrierten Flüchtlinge zwischen 2014 und 2016 mehr als verdoppelt hat”, schreiben die drei Forscher.
Für ihr Gutachten haben Pfeiffer, Baier und Kliem die Polizeidaten aus dem norddeutschen Bundesland ausgewertet.
Sie zählen in ihrer Studie sowohl Asylbewerber, Asylberechtigte und Kontingentflüchtlinge sowie international und national Schutzberechtigte als auch Personen, die eine Duldung erhalten haben oder sich in Deutschland unerlaubt aufhalten, zu den “Flüchtlingen”.

Die Kriminologen haben herausgefunden, dass neben dem Alter vor allem der Aufenthaltsstatus ausschlaggebend für das Begehen von Straftaten ist: “Wer als Kriegsflüchtling kommt oder aus anderen Gründen für sich gute Chancen sieht, in Deutschland bleiben zu dürfen, wird bemüht sein, diese Aussichten nicht durch Straftaten zu gefährden.”
Aus diesem Grund weisen Flüchtlinge aus Syrien, Irak und Afghanistan eine geringe Gewaltquote auf als geflüchtete Menschen aus Algerien, Tunesien und Marokko.
Wichtig ist: Neben den schlechten Aufenthaltsperspektiven machen Pfeiffer, Baier und Kliem auch den hohen Anteil an männlichen 14-
bis unter 30-jährigen innerhalb dieser Personengruppe für die hohe Gewaltquote verantwortlich.
In den Polizeistatistiken wird auch deutlich, wer die Opfer der gewalttätigen Flüchtlinge sind: nämlich zum Großteil ebenfalls Flüchtlinge oder andere Ausländer.
So sind es in 12,6 Prozent der Fälle Angehörige ihrer eigenen ethnischen Gruppe, weitere 19,6 Prozent sind zwar ebenso Flüchtlinge, kommen aber aus einem anderen Land als der Tatverdächtige. Jeweils ein weiteres Drittel der Gewaltopfer sind sonstige Ausländer oder Deutsche.
Vorsätzliche Tötungsdelikte, bei denen Flüchtlinge als Tatverdächtige ermittelt wurden, spielen sich sogar zu über 91 Prozent unter Flüchtlingen oder Nichtdeutschen ab.
Die Untersuchung macht zudem deutlich, dass es falsch ist, zu behaupten, Flüchtlinge seien pauschal krimineller.
Aus drei Gründen:
► Erstens unterscheiden sich die Zahlen – wie erwähnt – stark nach Herkunftsländern.
► Zweitens sind im Zuge der Flüchtlingskrise besonders viele Jugendliche und junge Männer nach Deutschland gekommen. Damit ist die Alterszusammensetzung der Flüchtlinge sehr anders als allgemein in Deutschland. Zudem fallen 14- bis 30-Jährige unabhängig von Nationalität oder Herkunft besonders durch viele Gewalt- und Sexualstraftaten auf.
►Drittens werden Flüchtlinge – oder allgemein Fremde – schneller einer Gewalttat verdächtigt und auch häufiger angezeigt. “Wir haben Verzerrungen in der Polizeistatistik, die unvermeidbar sind. Es ist also in der Kriminalstatistik Vorsicht geboten”, erklärte Pfeiffer bereits 2016 in einem Interview mit der “Welt am Sonntag”. Das gilt auch im Hinblick auf die aktuelle Studie – denn auch diese beruht zum Großteil auf Zahlen der Polizei
Allerdings stellen die Forscher in der Studie auch klar: Flüchtlinge, die aus überwiegend muslimischen Ländern stammen, die wiederum von männlicher Dominanz geprägt sind, “haben sogenannte gewaltlegitimierende Männlichkeitsnormen in weit höherem Maß verinnerlicht als gleichaltrige Deutsche oder in Deutschland geborene Jugendliche, die aus diesen Ländern stammen.”
Labour Warns Stamp Duty Cuts Will Fuel Surge In House Prices As Theresa May Says 16,000 Have Already Benefitted
Labour has warned home ownership will be further out of the reach of first-time buyers thanks to the Conservative plan to cut stamp duty as Theresa May hailed the “immediate impact” on 16,000 people who have already benefited from the changes.
In the Budget, the Government attempted to woo younger voters by scrapping the tax for first-time buyers of homes worth less than £300,000.
Treasury officials claimed it would save a million people an average of £1,600. But the announcement unravelled within minutes after the UK’s economic watchdog, the independent Office for Budget Responsibility, warned the move would push up house prices.
The Prime Minister will visit Wokingham, Berkshire, today to meet some of those that have benefitted. But John Healey, Labour’s Shadow Housing Secretary, warned without a programme of affordable house-building.
In the Budget, ministers also announced plans to deliver an average 300,000 additional homes each year by the mid-2020s through new financial support and reforms to the planning system.
Ahead of the trip, May said: “I have made it my personal mission to build the homes this country needs so we can restore the dream of home ownership for people up and down the UK.
“In the Autumn we set out ambitious plans to fix the broken housing market and make sure young people have the same opportunities as their parents’ generation to own their own home.
“This has had an immediate impact, with thousands of people already making savings thanks to our stamp duty cut, and over a million first-time buyers over the next five years are expected to save money that they can put towards a deposit, solicitors’ fees or furniture.
“We are building a Britain that is fit for the future and our message to the next generation is this – getting on – and climbing up – the housing ladder is not just a dream of your parents’ past, but a reality for your future.”
But Healey responded: “Cutting stamp duty without the increase in affordable house-building that Labour has promised will only drive up prices, rather than help the millions of young people who want to buy a home of their own.
“The number of young home-owners is in free-fall but under the Tories the number of new low-cost homes for first-time buyers has halved and not a single one of the 200,000 ‘starter homes’ promised has been built.
“After almost eight years of Conservative failure on housing, homelessness has doubled, home-ownership has fallen to a 30-year low and the number of new social rented homes is at the lowest level since records began. It’s clear Theresa May has no plan to fix the country’s housing crisis.”

Skiers in Sweden last month were treated to an otherworldly sun halo as they hit the slopes.
APOD writes: “What’s happened to the Sun? Sometimes it looks like the Sun is being viewed through a giant lens. In the featured video, however, there are actually millions of tiny lenses: ice crystals. Water may freeze in the atmosphere into small, flat, six-sided, ice crystals. As these crystals flutter to the ground, much time is spent with their faces flat and parallel to the ground. An observer may find themselves in the same plane as many of the falling ice crystals near sunrise or sunset. During this alignment, each crystal can act like a miniature lens, refracting sunlight into our view and creating phenomena like parhelia, the technical term for sundogs. The featured video was taken a month ago on the side of a ski hill at the Vemdalen Ski Resort in central Sweden. Visible in the center is the most direct image of the Sun, while two bright sundogs glow prominently from both the left and the right. Also visible is the bright 22 degree halo — as well as the rarer and much fainter 46 degree halo — also created by sunlight reflecting off of atmospheric ice crystals.
