The amendment would have granted a \u201clicense to discriminate\u201d in the provision of child welfare services, allowing child welfare placing agencies that receive federal government funding to turn away qualified prospective parents based on the agency\u2019s religious beliefs. House and Senate negotiators dropped the provision from the final version of the bill, which is on its way to the President\u2019s desk.<\/p>\n<p>\u201cFortunately, Congress has rejected this harmful effort to discriminate against LGBTQ people while disregarding what is in the best interests of children,\u201d said HRC Government Affairs Director David Stacy. \u201cCongress should be focusing on ways to help children in the child welfare system find homes rather than creating needless obstacles for prospective parents, effectively shrinking the pool of qualified folks who want to provide children with a loving home.\u201d<\/p>\n<p>HRC recently released a report, titled <a href=\"https:\/\/assets2.hrc.org\/files\/assets\/resources\/licenses-to-discriminate-child-welfare-2017.pdf?_ga=2.193125028.867382251.1520952276-1398527104.1465850053\" target=\"_blank\">Disregarding the Best Interest of the Child: License to Discriminate In Child Welfare Services<\/a>, detailing the harms of efforts to write anti-LGBTQ discrimination by child welfare agencies into law. Statistics suggest that an estimated two million LGBTQ adults in the U.S. are interested in adoption, but the LGBTQ community often remains an untapped resource when it comes to finding families for children and youth in foster care.<\/p>\n<p>Research <a href=\"https:\/\/assets2.hrc.org\/files\/assets\/resources\/HRC_Youth_Foster_Care-issue_brief_FINAL.pdf#__utma=149406063.1126167187.1421418775.1431975332.1432042325.411&#038;__utmb=149406063.76.9.1432051638172&#038;__utmc=149406063&#038;__utmx=-&#038;__utmz=149406063.1431971529.409.97.utmcsr=google%7Cutmccn=(organic)%7Cutmcmd=organic%7Cutmctr=(not%20provided)&#038;__utmv=-&#038;__utmk=2\" target=\"_blank\">consistently shows<\/a> that LGBTQ youth are overrepresented in the foster care system, as many have been rejected by their families of origin because of their LGBTQ status, and are especially vulnerable to discrimination and mistreatment while in foster care.
