HRC Mourns Janelle Ortiz, Trans Woman Killed by Border Agent Who Allegedly Had a \u201cKilling Spree\u201d<\/b>

HRC is shocked and horrified to learn about the death of Janelle Ortiz, a Latinx transgender woman<\/a> who lived in Laredo, Texas. Ortiz, 28, was one of four women<\/a> killed in the past two weeks in what local officials describe as a \u201cserial killing spree<\/a>\u201d allegedly carried out by an intel supervisor for the U.S. Border Patrol.<\/p>\n

According to the Texas Tribune<\/a>, the killings ended only after a fifth woman<\/a> was kidnapped but managed to escape and alert authorities. It has been reported that Ortiz was the last victim — fatally shot just hours before the border patrol agent was tracked down and arrested on September 15. Her body was later found near a gravel pit.<\/p>\n

Ortiz is survived by numerous loved ones, including her parents, four siblings, extended family and friends. They spoke with local media, saying that they were \u201csad and in disbelief\u201d at her death.<\/p>\n

Her mother, Edna, recalls that Ortiz \u201chad a lot of friends\u201d and was a \u201chigh-spirited person who would never get mad and was always smiling.\u201d Cousin Veronica Castillo described her as a \u201cnice\u201d and \u201cvery outgoing\u201d person who loved to party and was beloved by the local LGBTQ community.<\/p>\n

Ortiz\u2019s tragic killing follows months of alarming actions taken by the Trump-Pence administration at the southern border, which threaten the well-being and lives of many, including and especially those who are LGBTQ, Latinx and\/or immigrants. Earlier this summer, HRC called on U.S. Immigration and Customs Enforcement to conduct a thorough investigation into the death of Roxsana Hernandez<\/a>, a transgender asylum seeker living with HIV who died while in ICE custody. Other disturbing reports<\/a> indicate that ICE may still be incarcerating dozens of Central American transgender asylum seekers in squalid, inhumane conditions.<\/p>\n

Rolling Stone<\/a> reports that Webb County Judge Tano Tijerina said that the suspect in the killing spree utilized \u201cinformation he had access to through his job\u201d at the U.S. Border Patrol to monitor and evade police efforts to track him down.<\/p>\n

Across the country and around the world, transgender people — and especially transgender women<\/a> of color — still face bias, discrimination and violence in too many facets of life. Limited access to education, employment, health care and social services can result in higher rates of poverty and homelessness. These dire circumstances can lead some individuals to become involved in survival sex<\/a> work, which Janelle Ortiz and the other three slain women<\/a> were reportedly<\/a> engaging in when they were allegedly kidnapped and killed.<\/p>\n

According to Chief Deputy Federico Garza of the Webb County Sheriff\u2019s Office, the alleged killer may have targeted his victims based on their vulnerability, profession and \u201cthe dislike that he had for this community of people.\u201d Garza also indicated to reporters that he was \u201cnot confident\u201d whether or not there are more victims still yet to be found.<\/p>\n

Alarmingly, Ortiz\u2019s death is the fifth known killing of a trans<\/a> woman<\/a> of color in the last three weeks alone. It also marks the 21st known killing<\/a> of a transgender or gender-expansive person in 2018. Of these, at least eight are suspected to have been engaging in survival sex<\/a> work at the time of their deaths.<\/p>\n

Last fall, the HRC Foundation and the Trans People of Color Coalition released a comprehensive report<\/a> detailing this tragic epidemic that made 2017 the deadliest year on record for transgender people. If this disturbing trend continues, 2018 may soon see more reported lives lost than in the previous year.<\/p>\n
