Windsor Council Homeless Claims Slammed As Support Group Shame Authorities Over ‘Rat-Infested’ Shelter<\/b><\/p>\n

A homelessness group has countered claims by a Tory council that beggars and rough sleepers in Windsor are refusing help, claiming its shelters were \u201crat-infested\u201d and had bed bugs.<\/p>\n

Murphy James, who works for the\u00a0Windsor Homeless Project<\/a>, hit out after Windsor and Maidenhead council leader Simon Dudley\u00a0urged police to clear beggars and rough sleepers from the streets before the Royal wedding on May 19<\/a>.<\/p>\n

Dudley wrote to Thames Valley Police (TVP) on Tuesday seeking action against\u00a0\u201caggressive begging and intimidation\u201d and \u201cbags and detritus\u201d accumulating on the streets and urged them to use their powers under the 1824 Vagrancy Act – which criminalises rough sleepers – and the 2014 Anti-Social Behaviour, Crime and Policing Act.<\/p>\n

Writing to the force\u2019s police and crime commissioner Anthony Stansfeld, Dudley said:\u00a0\u201cAs you will be aware from your officers, there is a growing concern amongst residents, businesses and visitors regarding the number of people occupying the streets of Windsor, who are begging during the day and in some cases taking occupancy throughout the night.\u201d<\/p>\n

The letter continued to explain the level of \u201ctourist interest\u201d was set to multiple around Price Harry\u2019s wedding to Meghan Markle,\u00a0at St George\u2019s Chapel, Windsor Castle, and suggested \u201cthere are increased concerns from our residents about their safety\u201d.<\/p>\n

But James said his organisation had not heard any negative feedback about the homeless from the public: \u201cNot at all… not from any member of the public I\u2019ve ever spoke to,\u201d he told the BBC\u2019s Today programme, adding, \u201cIt is just not true.\u201d<\/p>\n

James also rejected suggestions from Tory Councillor Jesse Gray on Today that there were \u201cpersistent\u201d beggars who \u201cdon\u2019t really want help.\u201d\u00a0<\/p>\n

Gray said bags left lying around, \u201care a security risk\u201d, and that some beggars that refused help \u201cpersist and are hostile…. then I don\u2019t see why they can\u2019t (police) use their powers\u201d.<\/p>\n

Last year, 1.36 million people visited Windsor Castle and Frogmore House, which adjoins the castle, in Berkshire.<\/p>\n

James said there was a valid reason some rough sleepers decline council assistance, citing the quality of the shelter the authority provides.\u00a0<\/p>\n

\u201cIf the answer (to being asked about rehousing) is a property in Southall, which is not adequate for anybody to live<\/a> in. It is rat-infested, there\u2019s bed bugs… then their answer is \u2018no, I\u2019d rather stay in a bus shelter\u2019.\u201d<\/p>\n

Gray was unable to respond to that criticism saying he did not have \u201cthe exact details\u201d, but went on to state what shelters were available in the borough – an emergency night shelter, open 365 days of the year, along with a day shelter.\u00a0<\/p>\n

Murphy also disputed the effectiveness of these services given people had to pre-registered with the council to use them and then be placed there, \u201cit is not there for anyone who has just found themselves homeless.\u201d\u00a0<\/p>\n

Gray countered that the council also provides transport services to take people \u201cback to their home towns if they want to go there\u201d, before returning to his point about homeless people refusing help.<\/p>\n

The problem we have is most people that we have tried to help, accept the help… but there is a hardcore of people that just won\u2019t accept this help, they want to use their sort of professional begging instincts.\u201d<\/span><\/p><\/blockquote>\n

Gray disputed Murphy\u2019s suggestion that the public wasn\u2019t bothered by the homeless and beggars in the area, saying the council has a \u201clist of people who complain, businesses, residents… and it is a problem, otherwise our leader, councillor Dudley, would not be taking things up as seriously as he has.\u201d<\/p>\n

But the Brett Foundation, a charity in Maidenhead, has said is \u201cdeeply disappointed\u201d by Dudley\u2019s calls<\/a>.<\/p>\n

Shelter\u2019s Director of Communications, Policy and Campaigns, Greg Beales, told HuffPost UK that people sleeping on the street \u201cdon\u2019t do so through choice\u201d.<\/p>\n

He said: \u201cThey are often at their lowest point, struggling with a range of complex problems and needs and they are extremely vulnerable, at risk from cold weather, illness and even violence.<\/p>\n

\u201cThey desperately need our help, support and advice to move off the streets into safety and, eventually, into a home. Stigmatizing or punishing them is totally counter-productive.\u201d<\/p>\n

Thames Valley Police\u2019s (TVP) Windsor branch responded to Dudley\u2019s comments on Twitter, saying that agencies should work together to tackle homelessness.\u00a0<\/p>\n

Police and crime commissioner Anthony Stansfeld said that his office and TVP work closely with the local authority and that these issues were not raised when he attended a council meeting in October.<\/p>\n

\u201cI will of course provide Councillor Dudley with a full response addressing his concerns once I have received the letter and investigated the issues he has raised further,\u201d the statement added.<\/p>\n

He described supporting the vulnerable, including the homeless, as a \u201cpriority\u201d.<\/p>\n

A report from Shelter, published in November, identified 307,000 people as being homeless in Britain – 4,447 of whom are sleeping rough.<\/p>\n
