{"id":57253,"date":"2017-10-25T18:00:26","date_gmt":"2017-10-25T22:00:26","guid":{"rendered":"http:\/\/www.gayfriendschat.com\/socialblog\/glaad-condemns-the-pa-senate-for-targeting-access-to-transgender-healthcare-in-chip-reauthorization-bill\/"},"modified":"2017-10-25T18:00:26","modified_gmt":"2017-10-25T22:00:26","slug":"glaad-condemns-the-pa-senate-for-targeting-access-to-transgender-healthcare-in-chip-reauthorization-bill","status":"publish","type":"post","link":"https:\/\/www.gayfriendschat.com\/socialblog\/glaad-condemns-the-pa-senate-for-targeting-access-to-transgender-healthcare-in-chip-reauthorization-bill\/","title":{"rendered":"GLAAD condemns the PA Senate for targeting access to transgender healthcare in CHIP reauthorization bill"},"content":{"rendered":"<p><b>GLAAD condemns the PA Senate for targeting access to transgender healthcare in CHIP reauthorization bill<\/b><\/p>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<div>\n<p align=\"center\"><em>Amendment added to House Bill 1388 specifically targets low-income <a title=\"\" class=\"aalmanual\" target=\"_blank\"   href=\"https:\/\/offers.cam4tracking.com\/aff_c?offer_id=125&#38;aff_id=2778&#38;source=gfcsb\">trans<\/a> youth<\/em><\/p>\n<p><strong>NEW YORK \u2013 <\/strong>GLAAD, the world\u2019s largest LGBTQ media advocacy organization today condemned the Pennsylvania Senate for <a href=\"https:\/\/twitter.com\/phillygaynews\/status\/923278847222665216\">passing<\/a> the state\u2019s Children\u2019s Health Insurance Program (CHIP) reauthorization legislation with an amendment aimed at denying lower-income Pennsylvania transgender youth under the age of 19 full access to transition-related healthcare.<\/p>\n<p>\u201cInstead of addressing the alarming rates of discrimination and harassment faced by transgender youth, Pennsylvania lawmakers are assuming the role of bullies by promoting fear-mongering myths about <a title=\"\" class=\"aalmanual\" target=\"_blank\"   href=\"https:\/\/offers.cam4tracking.com\/aff_c?offer_id=125&#38;aff_id=2778&#38;source=gfcsb\">trans<\/a> healthcare from the floor of the Senate,\u201d <strong>said Sarah Kate Ellis, President and CEO of GLAAD. <\/strong>\u201cScience and medicine have repeatedly deemed transition related care to be medically necessary, and blocking low-income transgender youth from full access to this vital care is cruel and unconscionable.\u201d<\/p>\n<p>The violently anti-<a title=\"\" class=\"aalmanual\" target=\"_blank\"   href=\"https:\/\/offers.cam4tracking.com\/aff_c?offer_id=125&#38;aff_id=2778&#38;source=gfcsb\">trans<\/a> sentiment at the core of this harmful amendment was clear in the <a href=\"http:\/\/www.legis.state.pa.us\/CFDOCS\/Legis\/PN\/Public\/btCheck.cfm?txtType=PDF&#038;sessYr=2017&#038;sessInd=0&#038;billBody=H&#038;billTyp=B&#038;billNbr=1388&#038;pn=2599\">original draft<\/a>, which would have slashed all access to transition related care, including counseling. As passed, the amendment was changed to only deny access to surgery. While surgical care is not often prescribed for youth, there are circumstances where this form of healthcare is deemed medically necessary for <a title=\"\" class=\"aalmanual\" target=\"_blank\"   href=\"https:\/\/offers.cam4tracking.com\/aff_c?offer_id=125&#38;aff_id=2778&#38;source=gfcsb\">trans<\/a> individuals under the age of 19, which is why \u201csurgical services\u201d are currently listed as a benefit in the <a href=\"http:\/\/www.chipcoverspakids.com\/Eligibility\/Documents\/CHIP%20Eligibility%20and%20Benefits%20Handbook%202017.pdf\">PA CHIP Eligibly and Benefits Handbook<\/a> by the Pennsylvania Department of Human Services.<\/p>\n<p>Transgender and gender-nonconforming Pennsylvanians in grades K-12 have <a href=\"file:\/\/\/C:\/Users\/mjokma\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/Downloads\/f%20harassment%20(74%25),%20physical%20assault%20(23%25)%20and%20sexual%20violence%20(9%25)\">reported<\/a> disturbingly high rates of harassment (74%), physical assault (23%) and sexual violence (9%). Amendments such as this one, pushed by Republican state Sen. Donald White, only further feeds the stigma and fear that promotes bullying, harassment and violence that transgender people experience. <a href=\"http:\/\/assets.hrc.org\/files\/documents\/SupportingCaringforTransChildren.pdf?_ga=2.64668271.15298419.1508857836-2007397682.1506348627\">Lack of access to treatment<\/a> for gender dysphonia can also lead to depression, anxiety, and suicidality.<\/p>\n<p align=\"center\"><strong><u>BACKGROUND INFORMATION: Current language of the <a href=\"http:\/\/www.chipcoverspakids.com\/Eligibility\/Documents\/CHIP%20Eligibility%20and%20Benefits%20Handbook%202017.pdf\">Pennsylvania CHIP Eligibility and Benefits Handbook<\/a>:<\/u><\/strong><\/p>\n<p>\u201cGender Transition: \u00a0Federal Final Rule \u201cNondiscrimination in Health Programs and Activities\u201d prohibits discrimination on the basis of <a title=\"\" class=\"aalmanual\" target=\"_blank\"   href=\"https:\/\/www.flirt4free.com\/live\/girls\/couples\/?mp_code=akftr\">sex<\/a> in health-related insurance and other health-related coverage. \u00a0<strong>Coverage related to gender affirming services that otherwise fall within the beneficiary\u2019s scope of covered CHIP benefits (e.g. physician\u2019s services, inpatient and outpatient hospital services, surgical services, prescribed drugs, therapies, etc.) will be compensable under the CHIP program when deemed medically necessary<\/strong>. \u00a0Medical necessity is to be determined utilizing the World Professional Association for Transgender Health (<a href=\"http:\/\/www.wpath.org\/\">www.WPATH.org<\/a>) Standard of Care guidelines and any successor WPATH guidelines. Sex specific health care cannot be denied or limited because the person seeking services identifies as belonging to another gender.
