Jose Francisco is a student\u00a0at the university. He\u2019s also a health educator for freshmen students at Gateway High School. And he\u2019s gay<\/a>.\n<\/p>\n

In a recent op-ed<\/a> in his school\u2019s newspaper,\u00a0Jose claims something unusual\u00a0happened after he told the nurse he was gay<\/a> when he\u00a0went into his school\u2019s health clinic for an STD test.\n<\/p>\n

\u201cRecently, I got my routine HIV and STI test at SF State\u2019s clinic,\u201d he writes. \u201cWhile sitting in the clinic, I was told by the nurse I would not be allowed free access to the same health care services as my heterosexual counterparts would.\u201d\n<\/p>\n

Huh?\u00a0<\/em>That seems weird. Especially at a liberal school located within a liberal city inside a liberal state. Jose thought it was weird, too. So he did some research. He learned that the clinic is part of the\u00a0Family PACT program, a government-funded program that provides free STD testing\u2026 to straight men<\/a> and women<\/a> only.\n<\/p>\n

According to Family PACT\u2019s website<\/a>, the organization\u2019s mission is \u201cto make available to citizens of the State who are of childbearing age comprehensive medical knowledge, assistance, and services relating to the planning of families.\u201d\n<\/p>\n

The organization has four requirements students must be met to be eligible\u00a0for assistance:\n<\/p>\n

    \n
  1. California residency.<\/li>\n
  2. Family income must be at or below 200% of the federal poverty guidelines.<\/li>\n
  3. No other source of health care coverage for family planning services.<\/li>\n
  4. Medical necessity for family planning services.<\/li>\n<\/ol>\n

    In short, Jose explains, because of the family planning component, \u201cthis means straight men<\/a> and women<\/a> can access these services for free. While I, on the other hand, had to pay $217 (for the exact same services).\u201d\n<\/p>\n

    After he left, Jose contacted the clinic about the issue, but he says nobody there would give him a straight answer, so he went directly to Family PACT.\n<\/p>\n

    \u201cI explicitly asked, \u2018Am I not allowed this service because I am a male<\/a> who happens to have sex<\/a> with other males<\/a>.\u2019 \u00a0She replied, \u2018Accurate,\u2019 and asked if I had any further questions.\u201d\n<\/p>\n

    According to the CDC<\/a>,\u00a0STDs reached an all time high in 2015, with gay<\/a> and bisexual<\/a> men<\/a>\u00a0being at an increased risk<\/a>. Not just that, but young people, ages 15-24, are at the highest risk for contracting chlamydia and gonorrhea.\n<\/p>\n

    \u201cSF State must stop this discriminatory practice against the LGBTQ+ community,\u201d Jose concludes in his op-ed. \u201cThe University must provide HIV and STI testing services free of all cost, regardless of one\u2019s sexual orientation, since there is already a program allowing this for straight men<\/a> and women<\/a>.\u201d\n<\/p>\n

    But Gene Chelberg, Associate Vice President for Student Affairs, tells\u00a0Queerty\u00a0<\/em>the school\u00a0does not discriminate.\n<\/p>\n

    \u201cSF State Student Health Services provides basic medical services to all currently enrolled students and does not discriminate based on gender identification or sexual orientation,\u201d Chelberg says in a statement.\u00a0<\/em>\u201cThe Student Health fee does not cover most laboratory tests, including those for HIV and STIs. Therefore, all students, regardless of their sexual orientation or gender identification, must pay for the costs associated with the testing.\u201d\n<\/p>\n

    Chelberg says students who do not meet the requirements for Family PACT but\u00a0cannot afford testing\u00a0are referred to either Planned Parenthood or\u00a0Strut, a San Francisco community-based organization that offers free\u00a0sexual health and medical services for men<\/a> who have sex<\/a> with men<\/a>.\n<\/p>\n
