This Transgender Awareness Week, HRC Foundation’s All Children – All Families is hosting two free webinars to help social service professionals improve their practice with transgender and gender-expansive youth and adults.
On November 14 at 2 p.m. ET, guest presenter Nia Clark, child welfare consultant and All Children – All Families trainer, will provide in-depth information on how to welcome, affirm and best serve transgender and gender-expansive youth in out-of-home care. Topics will include the diversity of identities and experiences among trans and gender-expansive young people, tips for ensuring an affirming presence in their lives and resources for advocacy.

On November 15 at 1 p.m. EST, join HRC for an introduction to our resource guide for child welfare professionals on how to best welcome, affirm, recruit and serve transgender and gender-expansive foster and adoptive parents. These webinars are vitally important because they help families like Nicole and Sam, who struggled to find an LGBTQ-inclusive foster agency that allowed them to provide a child with a loving home.
HRC Foundation’s All Children – All Families Project works year round to transform policies and practices within social service agencies, with a particular focus on child welfare, in order to assure that LGBTQ children, youth and families get the services they need and deserve. Interested organizations can request access to LGBTQ-inclusion resources using this form.
In addition to being featured during Trans Awareness Week, these webinars are a part of All Children – All Families’ observation of National Adoption Month — a time to raise awareness of the urgent need for more loving homes for children and youth in foster care and awaiting adoption.

HRC Fights Trump-Pence Proposal to Incarcerate Immigrant Children
As the Trump-Pence administration escalates its attacks on immigrants and immigrant children, HRC continues to sound the alarm that families belong together. In September 2018, the administration announced that it was seeking to create a new rule that would fundamentally alter the long-standing “Flores Settlement Agreement” (FSA) — a move which would have devastating impacts on immigrant families.
Since 1997, the FSA ensures that children are not exposed to prolonged periods of immigration detention. In spring 2018, the Trump-Pence administration’s “zero tolerance” policy ran up against this vital safeguard. The administration stated that immigration authorities would detain and prosecute as criminals anyone who entered the U.S. without documentation. This stark change in policy led to the indefinite detention of thousands of immigrants, far beyond the scope of previous detention policies.
The administration then began separating immigrant families at the border — due to the FSA, which mandates that children cannot legally be detained by immigration authorities for longer than 20 days. The public outcry against this inhumane, cruel family separation policy was overwhelming and, with more than 2,000 children separated from their families, the administration temporarily backed down.
The new rule that the Trump-Pence administration is trying to implement would mean that immigration authorities could hold children in detention with their families for far longer than the 20 days mandated under the FSA. This would allow them to detain immigrant families together without having to separate the children from their parents, but it would still lead to the indefinite incarceration of children, toddlers and even babies.
HRC responded to the 60-day open comment period on this proposed rule, strongly objecting to the change. “We are deeply concerned that the proposed rule will put LGBTQ immigrants, including LGBTQ immigrant children, at increased risk of discrimination and abuse,” HRC Government Affairs Director David Stacy wrote. “The lifelong impact of this regulation on individuals cannot be overstated.”
In his letter, Stacy letter also made reference to the case of Roxsana Hernandez, a transgender woman who died in custody of Immigration and Customs Enforcement (ICE) in May 2018 — a case that called into question the health and safety protocols in place for those in U.S. immigration detention. “Under the proposed rule, ICE would be able to detain LGBTQ people and their families for prolonged periods of time and, by lengthening the time they are detained and exposed to risks to their safety, increasing their risk of abuse.”
HRC stands with coalition partners in demanding the humane treatment of all undocumented immigrants and will not rest while LGBTQ migrants are subjected to horrific treatment based on their sexuality and gender identity.

Today, HRC released the following statement on the victories of HRC-endorsed candidates U.S. Senator-elect Jacky Rosen and Governor-elect Steve Sisolak.
“Tonight, Nevada rejected Donald Trump and Mike Pence’s politics of bigotry and fear by sending Jacky Rosen, a bold pro-equality champion, to Washington,” said HRC President Chad Griffin. “For more than a year, HRC worked to mobilize 600,000 equality voters across the state and we are proud to have helped played a part in bringing Governor-elect Steve Sisolak, Susie Lee, Steven Horsford and others across the finish line. Tonight we celebrate this incredible moment and tomorrow we look forward to rolling up our sleeves and getting to work with Rosen, Sisolak and others to move equality forward for all Nevadans.”
HRC has prioritized investments and organizing in Nevada for more than a year, and had 11 staff on the ground in the state as part of the largest grassroots expansion in the organization’s 38-year history. In Nevada this year, HRC members and supporters completed 1,842 volunteer shifts. In the final 4 days of GOTV alone, our staff and volunteers knocked on over 7,100 doors. Member and supporter volunteers sent over 23,000 text messages in the final weeks. HRC hosted 10 Equality Action Academy trainings to give HRC members and supporters the tools they need to take action locally in legislative advocacy and in support of pro-equality candidate campaigns. Working with scores of partner organizations, HRC also led field organizing efforts around the state to mobilize voters in support of HRC-backed, pro-equality champions who will fight for LGBTQ rights, and for the rights and welfare of all Nevadans.
HRC’s Equality Votes PAC ran several ads in Nevada, educating voters on Dean Heller’s record and why Jacky Rosen is the clear choice for Nevadans. Over 771,000 pieces of GOTV mail were sent to Equality Voters, and HRC reached over 418,000 with digital advertising campaign generating over 5.7M impressions.

Since being elected to Congress, Rosen has been a strong supporter of equality and fairness and an outspoken critic of the Trump-Pence Administration’s assault on LGBTQ equality — from revoking discrimination protections for transgender children in public schools, to attempting to render the LGBTQ community invisible in the U.S. census. She is a co-sponsor of the Equality Act, crucial federal legislation that would finally guarantee explicit, permanent protections for LGBTQ people under our nation’s existing civil rights laws, and the Global Respect Act, legislation that would strengthen U.S. foreign policy related to anti-LGBTQ discrimination abroad.
As the current chairman of the Clark County Commission and a former member of the Nevada Board of Regents, Sisolak has a long career serving the people of Nevada. He is a strong advocate for LGBTQ equality and supports marriage equality and non-discrimination protections for the LGBTQ community in all aspects of life. Sisolak’s opponent, Attorney General Adam Laxalt opposes marriage equality, supports banning LGBTQ people from serving openly in the military, and has endorsed a license to discriminate in the health care system that would prioritize physicians’ beliefs over life-saving patient care.

VICTORY: Massachusetts Voters Uphold Protections for Transgender People in Historic Ballot Question
Today, HRC celebrated a historic victory in Massachusetts where voters upheld non-discrimination protections for transgender people in public spaces. Question 3 – which asked voters whether to maintain a 2016 law protecting transgender people from discrimination in critical public accommodations including restaurants, hotels, hospitals, stores and public transportation – was the first time gender identity non-discrimination protections were on a statewide ballot independent of protections based on sexual orientation.
HRC serves as a founding executive committee member of Freedom for All Massachusetts, a coalition of national and state equal rights organizations, which led the successful Yes on 3 Campaign. The multi-year coalition effort also included organizational partners like Freedom for All Americans, Massachusetts Transgender Political Coalition, GLAD, ACLU of Massachusetts, Boston Alliance of Gay Lesbian Bisexual Transgender Youth, Mass Equality, Greater Boston PFLAG and Fenway Health.
“At a critical moment in the fight for equality, Massachusetts voters sent a powerful message that transgender people are loved and welcomed in the Bay State,” said HRC President Chad Griffin. “From North Carolina and Virginia to Alaska and Massachusetts, we have demonstrated that when we stand together and fight back against attacks on our progress, we win. The LGBTQ community is indebted to the courage of so many transgender people – particularly young people – who opened hearts, changed minds and laid the foundation for this victory, and the Human Rights Campaign is proud to have been a part of the historic work of the Yes on 3 Campaign.”
“Transgender residents of Massachusetts can breathe a sigh of relief knowing that their hard-fought protections will remain in place,” said HRC National Press Secretary Sarah McBride and one of HRC’s representatives on the Yes on 3 Executive Committee. “This was a crucial test for our community and movement. The Yes on 3 Campaign demonstrated that when we tell the stories of transgender people and our families, voters will reject the scare tactics and side with dignity and equality.”
HRC staff, members and supporters have been on the ground throughout the campaign. Two weeks ago, Griffin was in Massachusetts for the Yes on 3 Campaign, speaking at a press conference with educators, parents, transgender youth and actor and activist Laverne Cox. Earlier in the week, McBride, a transgender advocate, headlined a rally in Needham with faith leaders and more than 200 Yes on 3 supporters. Over the course of the campaign, HRC donated $250,000 – and another $75,000 in in-kind contributions – to the Yes on 3 effort, helping to fund critical field staff, polling and digital and television advertisements.
