Tennessee Legislature Ramps Up Efforts to Advance Anti-LGBTQ Child Welfare Bills

This week, the Tennessee House Judiciary Committee voted to advance HB 836 (SB 1304), a bill that would create a license to discriminate in child welfare services, to the House of Representatives for consideration — bringing it one step closer to the governor’s desk and becoming law. Anti-equality lawmakers have also introduced another discriminatory child welfare bill, HB 1152 (SB 848), that has not yet advanced from committee.
If passed, these bills would allow state contractors who provide taxpayer-funded adoption and foster care services to refuse to make child placements with qualified, loving families if the family doesn’t share all of the agency’s religious beliefs. Under these proposals state-licensed child-placing agencies would be allowed to disregard the best interest of children and turn away qualified Tennesseans seeking to care for a child in need.
This would include LGBTQ couples, interfaith couples, single parents, married couples in which one prospective parent has previously been divorced or other parents to whom the agency has a religious objection.
Preliminary findings from HRC and Clark University’s National Foster Care and Adoption survey found that:
- Eighty-eight percent of LGBTQ people living in Tennessee are considering welcoming a child into their home via adoption or foster care in the future;
- Further, 92 percent fear they will be discriminated against because they are LGBTQ while pursuing adoption or foster care;
- Eighty percent have potential concerns about finding an LGBTQ-inclusive adoption or foster care agency in their city; and
- Sixty-seven percent would be less likely to pursue adoption and foster care if a law allowing state-sanctioned discrimination was on the books in Tennessee.
These statistics are alarming, especially when the Tennessee legislature continues to push these harmful bills that ultimately lessen the pool of qualified foster and adoptive parents. Children should not be forced to age out of foster care without a family connection, or wait indefinitely in foster care when qualified families are ready to adopt or foster the child. This legislation exacerbates the problem and leaves more and more children waiting for forever homes.
Throughout this session, HRC has fought alongside Tennessee Equality Project to stop HB 836 and other anti-LGBTQ legislation, engaging members and supporters through emails, texts, call programs and actions on the ground. Last month, HRC Associate Regional Field Director, Hope Jackson, joined Tennessee Equality Project for its second Advancing Equality Day on the Hill at the Capitol to advocate against Tennessee’s slate of hate.
HRC will continue working with our partners at Tennessee Equality Project to oppose SHB 836 and any other discriminatory legislation that targets LGBTQ Tennesseans.

1. Pansexual singer and actress Janelle Monáen is set to star in an upcoming new Lionsgate film. The details about the film are still unknown, but it will be written and directed by activist filmmakers Gerard Bush and Christopher Renz. Monáe was recently nominated for a GLAAD Media Award for her latest album, Dirty Computer.
2. John Wick: Chapter 3—Parabellum dropped a new trailer on Thursday. Non-binary actor Asia Kate Dillon, a newcomer to the franchise, plays The Adjudicator, a character in the film who is associated with the international assassin’s guild who have placed a price on Wick’s head after he tried to get out of the life. Watch the trailer below.
3. Netflix’s The Chilling Adventures of Sabrina: Part 2 trailer dropped on Monday. Season 2 will delve into Sabrina exploring her darker side and her relationships with love interests and friends. Pansexual character Ambrose will return, as well as non-binary actor Lachlan Watson who stars as Sabrina’s friend Susie. The new season premieres on April 5. Watch the trailer below.
4. Season 2 of Starz’s Vida will premiere at the Tribeca Film Festival on May 2. Vida follows two sisters who find out upon returning home for their mother’s funeral that their mother was married to a woman. One of the sisters, Emma, is also queer. Showrunner Tanya Saracho has hinted on Twitter that the television premiere date for the new season will be announced at the end of the month. In other Starz news, the entire 10-episode season of the queer-inclusive comedy Now Apocalypse is now available to binge watch on Starz.com, where there is a free one-week trial offer available. The series premiere episode is also available for free on Starz.com, the Starz YouTube channel, and Pride Media platforms, including Pride.com, Out.com, and Advocate.com. New episodes will continue to air weekly on the network.

5. Transgender artist and actor Chella Man has been cast as Jericho for the upcoming second season of the DC Universe series Titans. Man is a model and YouTube personality, known for speaking out about his personal experiences of living as someone who is deaf, genderqueer, Chinese, and Jewish. Watch his latest YouTube video below.
6. The poster and premeire date have been announced for Ryan Murphy’s first Netflix series The Politician, starring out actor and singer Ben Platt in the titular role. The show also stars trans actor Theo Germaine. The Politician is set to drop on the streaming service on September 27. In other TV news, out actor and writer Jeffrey Self has been cast in the upcoming Rachel Bilson-led Fox pilot Lovestruck. Taking place over a single night at a wedding, the main cast will include Self as Kevin, an “earnest, avuncular, gay accountant with a sense of humor and a good friend.”

7. GLAAD Media Award-nominated comedy Schitt’s Creek has been renewed for a sixth and final season. Out creator Dan Levy, who plays pansexual character David, posted a statement on Twitter about how grateful he and his father and co-creator Eugene Levy are for the show’s fans and the ability to end the show on its own terms. 8. Panic! At The Disco released their new music video for the song “Dancing’s Not a Crime” on Monday. Bisexual lead singer Brendan Urie and his fun-loving puppet Beebo star in it. Watch the music video below. Additionally, in the country music world, The Academy of Country Music Awards added out singer/songwriter Brandi Carlile to its performer lineup for the April 7 show taking place in Las Vegas.
9. Queer electronica wizard TR/ST released a new song exclusively with Out called “Grouch.” The song is from TR/ST’s new album, The Destroyer, set to drop in April. Listen to “Grouch” below.
10. The novel sequel to Andre Aciman’s Call Me by Your Name was announced for release on October 29. The new book, Find Me, follows Elio’s father, Samuel, as he decides after his divorce to travel from Florence to Rome to visit Elio who has become a respected concert pianist. Samuel will have a “chance encounter” during his trip that provokes change in his life. The novel will also include Elio moving to Paris where he has a “consequential affair,” and Oliver who is now a professor in New England but is considering returning to Europe once his children are grown. Details for the film sequel to Call Me by Your Name are still under discussion, but director Luca Guadagnino has repeatedly said that he’s interested in filming a sequel. Now he’ll have his source material.
11. Dates is an anthology of queer historical fiction that is full of queer stories with happy endings from throughout all of human history. The first and second volumes of the series were a success because of the Kickstarter community and now a third that surrounds adventure stories is in the works.
