Texas Senate Passes Harmful Bills That Would Gut LGBTQ-Inclusive Protections for Millions of Texans
HRC reacted to the Texas Senate passing SB 2485 and SB 2487, bills created from the overarching, notorious bill SB 15. These bills — just like SB 15 — are dangerous and would likely be used to prevent Texas cities’ enforcement of non-discrimination ordinances, which protect at least 3.7 million Texans.
“These harmful bills would gut the enforcement of the only protections that many LGBTQ Texans have. SB 2485 and SB 2487 — just like their parent bill, SB 15 — would roll back the rights and protections for LGBTQ Texans in some of the state’s largest communities,” said Rebecca Marques, HRC Texas state director. “They’re bad bills on their face, and the refusal of the Senate to reinstate the provision protecting nondiscrimination ordinances shows that Dan Patrick’s anti-LGBTQ agenda is involved. If that’s not the case, that language should be added back immediately. The House should not allow this legislation to proceed.”
As introduced, SB 15 (the parent legislation to these spinoff bills) included language that would exempt NDOs. However, when it was brought up in the Senate State Affairs committee, that language was removed.
As written, these spin-off bills would be used to gut enforcement of non-discrimination ordinances that protect LGBTQ Texans. These cities’ ordinances protect LGBTQ people from discrimination based on sexual orientation and gender identity in employment, housing and places of public accommodation. Texas does not have a state law protecting its residents from discrimination in these categories based on sexual orientation or gender identity. If these NDOs were unenforceable, it would leave LGBTQ Texans without meaningful municipal or state employment nondiscrimination protections, statewide. This legislation has similarities to North Carolina’s disastrous HB2, which included provisions that preempted the state’s non-discrimination ordinances.
HRC continues to work alongside Equality Texas, ACLU of Texas, Texas Freedom Network, the Transgender Education Network of Texas and others on the ground to battle against dangerous or harmful bills that attack the dignity of LGBTQ Texans. As a coalition, we will stand together; we will support and comfort one another; and we will continue to work together until we defeat every bill this session that discriminates against LGBTQ Texans.

NEW YORK – GLAAD, the world’s largest LGBTQ media advocacy organization, today issued the following statement denouncing President Donald Trump’s ban on transgender Americans openly serving in our nation’s armed services. Trump’s directive will be implemented on Friday, April 12.
“This is a dark day for our nation’s military and the more than 13,000 brave transgender service members who are putting their lives on the line to protect the freedoms we hold so dear. It’s morally wrong, it’s unpatriotic, and make no mistake – it’s not just discriminatory, it is damaging. It compromises readiness, good order, and discipline in our armed forces.” said Sarah Kate Ellis, President and CEO of GLAAD.
Ellis continued, “This systematic erasure by President Trump and his administration is a national disgrace, and we will not be silent, nor will we forget. Equality and acceptance are only made possible when we speak up and fight back. We will continue to do just that, no matter who is in the White House. And we will reverse this discriminatory attack on our military.”
GLAAD has asked all LGBTQ Americans and allies to show support for the trans community by changing their profile photos on social media to the imagine of the trans pride flag. So far, celebrities like Laverne Cox, Peppermint, Asia Kate Dillon, and Ben Stiller and former Michigan governor Jennifer Granholm have all participated so far in this campaign.
Currently, more than 13,000 transgender service members would experience a direct impact on the ban, and more than fifty-six retired generals and admirals have opposed the Trump Administration’s directive. More information about how and who this ban effects can be found here.
Not only has GLAAD condemned the administration’s attempt to prevent transgender Americans from serving the United States, but GLAAD also supported the production and publicity of TransMilitary, a documentary which tells the stories about the brave trans soldiers currently our country. GLAAD presented a copy of the documentary to every member of the U.S. House Subcommittee on Military Personnel ahead of the subcommittee’s hearing on the topic on February 27. The Trump Administration’s ban on transgender service members are a part of the more than 100 attacks the administration has made against LGBTQ Americans in policy or rhetoric since 2017. GLAAD Celebrates Repeal of Arizona Law Banning Pro-LGBTQ Discourse in Schools

Today, GLAAD celebrates the passage of Senate Bill 1346, which would eliminate the stigma of being LGBTQ in the state’s education curriculum – including courses covering HIV and AIDS. The bill overwhelmingly passed in both the state’s House and Senate chambers and was quickly signed into law today by Republican Governor Doug Ducey.
Before today’s vote, Arizona state law forbade any proactive and positive conversation on the LGBTQ community in classrooms. Arizona was one of seven states in the nation to have this anti-LGBTQ policy in state law – until today. Senate Bill 1346’s. passage now advances LGBTQ acceptance in the state, which currently has about 249,000 Arizonans identifying as LGBTQ.
“Arizona students should never be taught to hate a marginalized group, and LGBTQ youth should never be subject to harassment, discrimination, or erasure just because of who they are,” said Zeke Stokes, Chief Programs Officer for GLAAD. “We applaud today’s strong, bipartisan action that sends a message of love and acceptance to LGBTQ youth.”
Arizona Republican State Senator Kate Brophy McGee added, “It has been an honor to work alongside my good friend Daniel Hernandez on LGBTQ legislation for the past two years. This repeal is a huge step forward and could not have happened without Daniel’s resolute leadership. We worked together with so many others in a truly bipartisan manner to get this done. It is a joyful new day for Arizonans.”
Arizona Republican State Representative TJ Shope said, “I was proud to be a part of a positive effort to change Arizona law in order to make all students feel more welcomed in Arizona’s classrooms. In sponsoring the amendment to SB 1343 that repealed A.R.S. 15-716, we have not only moved our state forward, we have also saved our state’s taxpayers countless amounts of dollars defending the indefensible. I was proud to work on this with my friend, Rep. Daniel Hernandez, and I hope this leads us to more bipartisan efforts in all of the issues we face as a state.”
“The repeal of No Promo Homo is not a victory for one person or for one group. This is something that all of us share in because we were able to come together in a bipartisan way to ensure that Arizona students never have to feel like they stigmatized for who they are,” said Arizona State Representative Daniel Hernandez.

Pete Buttigieg Vaults to 3rd Place in NH Poll of Democratic 2020 Contenders
South Bend mayor and presidential hopeful Pete Buttigieg has surged to third place (11 percent) in a new New Hampshire poll of Democratic voters, behind Joe Biden (23 percent) and Bernie Sanders (16 percent).
The Saint Anselm College Survey Center poll surveyed 698 randomly selected registered voters in the state of New Hampshire: “326 respondents that indicated their intention to vote in the Democratic Presidential Primary were asked for their impression of 14 announced and potential candidates for the Democratic nomination for President. The names were presented in random order. Respondents were then asked to select a candidate for whom they would vote.”
Wrote the pollster of the results: “The emerging dark horse in this race may be Pete Buttigieg, who has gone from a virtual unknown to vault to 11% support, trailing only Biden and Sanders and ahead of Warren. His emergence as a factor is driven by a 33-point increase in name recognition, almost all of it favorable. He even carries a slight 16-14 lead over Sanders in vote-rich Merrimack Valley.”
