Guam Becomes 1st U.S. Territory To Allow Gay Marriage

HAGATNA, Guam (AP) — Guam is becoming the first U.S. territory to allow gay marriage after Guam’s attorney general directed officials to immediately begin processing same-sex-marriage applications.

Attorney General Elizabeth Barrett-Anderson issued her order to the territory’s Department of Public Health and Social Services on Wednesday.

Her instructions come two days after a lesbian couple filed a legal challenge to the territory’s marriage laws after they were barred from submitting an application for a license to wed.

Barrett-Anderson cited a 9th Circuit Court of Appeals decision as the basis for her directive. The appeals court in October found state bans on gay marriage were unconstitutional.

Barrett-Anderson says the department should treat “all same gender marriage applicants with dignity and equality under the Constitution.”

GOP presidential hopeful Senator Marco Rubio (R-FL) sat down with CNN’s Jake Tapper on Tuesday and Tapper confronted him with the numbers on same-sex marriage.

Said Tapper: “You are casting yourself as a candidate of a new generation, but there is an issue where you are very out of step with younger voters…On that issue, same-sex marriage, Senator, you’re the candidate of yesterday.”

“Sen. Marco Rubio told reporters on Tuesday that he has never supported a national constitutional amendment banning gay marriage despite his general opposition to such unions, preferring to leave the issue to the states. But a 2010 voter guide from a leading social conservative group (the Christian Coalition) indicates he supported such an amendment as recently as 2010 and a spokeswoman for the organization told msnbc they stand by their account.”
